How do you ensure it is kept below 100k without having someone monitor each
email or have someone spend a bunch of time writing a PHP monitoring program
so you can ensure your attachments are legal?. I've been on a number of
groups that had such requirements yet there is always someone who doesn't
pay attention or just doesn't care and yes, they can be penalized, etc but
the dialup users are still stuck with a large download which in a rural
community with spotty phone service may take 10 or 15 minutes. It's even
better when someone abides by the rules and attaches 4 or 5 85k jpegs to the
same message.
This is the same reason HTML format messages aren't allowed either.

I am still bewildered by the apparent problem of attaching photos to
messages. All day long thousands of people send attachments to hundreds of
sites and are read by millions of people around the world, who include
thousands on dial-up. If this simple act can be done by so many, why not
here ? I am making a positive suggestion, not asking for no links to other
sites - the two are not mutually exclusive and asking for a month trial to
see how it goes. If the attachment is kept below, say 100kb, which is the
limit on many other sites I send to, then what is the problem ?
