I've done quite a bit of infrared and infrared pinhole so perhaps I can help.
(Obviously, my opinions are atuned to the way I shoot.) The best time for
infrared is the worst time for everything else - midday in the summer. You'll
find that you can shoot infrared at any time during the day, with differing
results, but the strongest "infrared effect" will be when the sun is directly
overhead with as little absorption as possible. This time of year the sun will
not get directly overhead, so the effect will not be as strong. However, that
doesn't mean that you cannot do some testing now through the winter, which will
give an idea as to how the effects of infrared change through the course of the
year.
