Robert -

I am not sure about the "best" way, but I can tell you "my" way. <g> I simply
use the cannister itself to do the developing. In the dark I pour a
premeasured amount of developer into the cannister and close the top. I then
use continuous agitation to develop. I then open the top in dim light and
pouring in the stop (no real risk as long as you do not linger). After
stopping, I pull the film and put it into a tray of fix.
