I think the pinhole is the ultimate guerilla camera - no way of knowing
if that old lady's handbag is a camera or not!!!

But?! Did they have pinhole cameras in mind?

More than likely, since the framers of our Constitution of the United
States were writing in the late 1700's and the camera shutter didn't
come into being until 1843.

Something to think about, pinholers.
