I was stopped for trying to take a pictures of some buildings from within a park in Philadelphia. The cop told me that I was taking pictures of the tops of the buildings (she refused to walk around to the other side of my view camera to see that this was not the case). I got in an argument with her, as her complaint was the fact that I was in the park taking the picture. As she walked away I told her that I would go across the street and take the exact same picture, which I did.
This is the sort of thing that is politically inclined to make us believe that we are safe - akin to the comfort of knowing that my 70+-year old mother must remove her shoes before boarding a plane.
