I normally send 5X7" postcards. Over the past decade I have send thousands and only had one returned because it was too large. I believe that you may be correct about your statement, however - I think that 4X6" is the largest they say they will send using postcard rate, but they actually will send a much larger size.

As far as the USPS is concerned, I believe the largest size that can mail at postcard rate is 4x6.
