Yes, it's a very simple way of estimating the right exposure for
printing enlargements. The various densities are translated into time.
You put a negative in the enlarger, focus, stop down and all that, put
a piece of paper on the easel, then lay this "Projection Print Scale" on
the paper. Expose for one minute. Develop the paper and see which
section of the pie is properly exposed. The number printed in that
section gives you the number of seconds to expose the print. I haven't
used mine a lot, but when I have used it, I have found it to give a
fairly accurate estimate of the best exposure.
