I use jeweller's drills, which come as small as 0.0135". My local

I seem to recall that they're less than $1 apiece, they work great in
dremel tools, and they last a lot longer than you'd expect unless you
let your students drill their own holes. 8-(

I use something larger than a quarter inch drill bit in a regular drill.
5/16" maybe? Touch it up with some sandpaper.

I cut and drilled ~forty pieces of brass and bent little pieces up
at the ends (top and bottom of the canister) to keep the paper from
sliding around and in front of the pinhole. That's the biggest worry
with canister cameras. I use a hole punch to knock a small hole in
some gaffers tape, center the hole on the pinhole, then tape the brass
inside the canister. Electrical tape for the shutter.

I have about forty of these, and they're fairly well-behaved.
