Unless you have an enlarger that will allow you to tilt the lens (I know of no such animal), using a tilted surface will naturally result in part of the image not being properly focused.
Somewhere I have the formulas for developing positives (I posted this a long time ago), but it sounds like you have already tried this. I know of no emulsion that will do this.
