Yes they could be air bells caused by bubbles. But I think she is using
sheet film. Air bells are usually caused by inversion tanks where the
agitation produces bubbles. And since air bells usually move during
agitation cycles they usually don't cause a complete "hole" in the negative.
The problem of spots caused by the interaction of developer and stop is
usually associated with sheet film ortho. I heard it when I used to make
16x20 orthos in a processes camera for offset prints. I found that if I
dusted off my film stuck to the vacuum back before exposure, that I could
eliminate them.
I used to have this problem with my 4x5 VPS. I used to take a second
image just in hopes of getting a clean piece of film. My changing bag was
creating the dust. My changing bag is now kept in a clean zip loc when not
used. I prefer to load in my clean darkroom. I think over the years I've
become a clean freak in my darkroom. I wish it would carry out into my
house.
