there are always a few silver atoms in a used developer
solution but nowhere near the amount you would find in used
fixer
copper is, in fact, used as a test for silver content after
silver recovery to make sure the silver level is low enough
for disposal

That's not a test for silver content, just a test to see if silver will
plate out under those chemical conditions. Developers with high
sodium sulfite concentrations are supposed to dissolve some of the silver
grains.
