There are two ways that I know of that most labs process film, dip and dunk
(typical of a pro lab, the film is hung with a weight on the end and it is
lowered into each tank and raised in turn) and continuous (typical of
amateur and minilab, the film is taped to a plastic leader and dragged over
rollers up and down through the chems. Either method shouldn't have any
problem with cut portions, the dip and dunk method will need to clip both
ends firmly and securely, so give them some room, a good inch or so. The
edge that gets attached to the leader must be perpendicular or a longish
strip could twist as it goes through the rollers and either pinches or gets
crunched iin the gears, sorta like trying to rewind a roll of toilet paper.

I can't think of any labs that would do color on a reel.
