It sounds as if the switch that operates the printing light
is stuck in the ON position. If you're comfortable with
taking the contact printer apart, it may be possible to
get the switch unstuck so that it works as expected.
(I have never seen a contact printer that was designed
to stay on continuously -- if you were meant to make
the exposure by plugging it in and unplugging it there
would be no reasin the have the safe ligh window!)
